To work a short-row on the RS, knit to turning point. Turn work and slip first stitch on left hand needle to right hand needle. Take yarn to the back and pull stitch up and over the needle, creating a double stitch.

To work a short-row on a WS row, purl to the turning point. Turn work and bring yarn to the front. Slip the next stitch purlwise. Bring yarn to the back over top of needle, creating a double stitch.

When you come to the double stitch after resuming knitting in the round, knit the double stitches together.
